The Birth-to-Three Quality Initiative (B-3QI) was established to improve the quality and availability of care for children ages birth to three in North Carolina through forging collaborative partnerships with teachers and directors.

In 2004, North Carolina established the Statewide Infant Toddler Quality Enhancement Project (ITQEP) with funding from the NC Division of Child Development. The goal of the project was to improve the quality and availability of care for children aged birth to three in North Carolina by supporting Early Care and Education Centers through coaching, mentoring, and training. In August 2022, the project became the Birth-to-Three Quality Initiative.
The project team includes Birth-to-Three Specialists (B-3S) housed in Regional Lead CCR&amp;R agencies throughout the state and a project management team employed by Early Years .
The B-3QI serves all 100 counties across the state, and Regional Birth-to-Three Specialists provide leadership, coaching, training and hands-on support for teachers and site administrators. A team of Anchor Birth-to-Three Specialists provides virtual cohort-based learning collaboratives for birth-to-three teachers and administrators across the state. The project is rigorously monitored to ensure consistency, equitability and quality of services delivered across the state, and its impact is evaluated by several measurable outcomes.

The Birth-to-Three Quality Initiative (B-3QI) team provides services statewide, including coaching for child care programs and other community consultants and training specific to birth-to-three high quality practices.

The New Infant Toddler Teacher Orientation (NITTO) is a free 7-week online course that is offered through <a href="https://www.dcdee.moodle.nc.gov/" target="_blank" rel="noopener">DCDEE’s Moodle site</a> designed to support teachers and administrators who are new to birth-to-three classrooms.
Though the course was created for new educators, experienced infant/toddler teachers and administrators will benefit from the training content as well. Upon completion, participants will receive a certificate for 14 DCDEE-approved contact hours.
Topics covered include:

<li>Brain Development</li>
<li>Routine Care</li>
<li>Classroom Environment</li>
<li>Behavior Guidance</li>
</ul>
The course objectives are:
<ul>
<li>Learn about resources specific to early care and learning in North Carolina.</li>
<li>Identify the effects that relationships have on brain development in the first three years of life.</li>
<li>Recognize the components that form age-appropriate routines for children ages birth to three.</li>
<li>Demonstrate an understanding of creating an age-appropriate environment for young children.</li>
<li>Examine age-appropriate guidance strategies for children ages birth to three.</li>
<li>Use research-based information to explain the importance of being an early care and learning professional.</li>
</ul>

The Birth-to-Three Specialists provide hands-on, individualized coaching support for teachers and administrators. This assistance is grounded in the evidence-based Practice-Based Coaching (PBC) framework and includes:
<ul>
<li>Building positive relationships with children, families and co-workers</li>
<li>Creating environments to support social-emotional development and the developing capacity of infants and young children to:
<ul>
<li>Form close and secure adult and peer relationships</li>
<li>Experience, regulate and express emotions in socially and culturally appropriate ways</li>
<li>Explore the environment and learn social skills</li>
</ul>
</li>
<li>Implementing high quality care practices&#8211;as defined by ZERO TO THREE&#8217;s Critical Competencies for Early Childhood Educators, ITERS-3, and Infant and Toddler CLASS&#8211;for group care that provides a solid foundation for infant and toddler development</li>
<li>Providing support for developmental monitoring and screening through the <a href="https://agesandstages.com/about-asq/" target="_blank" rel="noopener">Ages and Stages Questionnaires (ASQ)</a> and the <a href="https://www.cdc.gov/ncbddd/actearly/index.html" target="_blank" rel="noopener">Centers for Disease Control and Prevention Learn the Signs Act Early </a>materials</li>
</ul>

The Birth-to-Three Quality Initiative focuses on professional development for early childhood educators through cohort-based learning experiences that will be offered throughout the year. Cohort-based learning is a collaborative learning style in which a group of individuals advance through an educational program together focused on birth-to-three care. Throughout the course, participants will engage in peer-to-peer collaborative groups to reflect and develop goals for their own classrooms.  Look for information about upcoming cohorts in our quarterly newsletter and from your Regional Birth-to-Three Specialist(s).
