Janet Singerman is President & CEO of Child Care Resources Inc. (CCRI) which is headquartered in in Charlotte and has led this organization since 1997. Child Care Resources Inc. is a private, nonprofit child care resource and referral (CCR&R) organization which is active at local, regional, state, and national levels in support of the needs of young children, their families, early educators, school-age child care practitioners, and communities that rely on the availability of high-quality early learning and school-age child care services. CCRI’s FY21 operating budget exceeds $16 million.
Child Care Resources Inc. has served as the administrator for Mecklenburg County’s child care subsidy programs since 1982 (administering more than $70+ million of child care subsidy funds this year under contract to the County) and is the grantee for Early Head Start – Child Care Partnerships in Mecklenburg and Burke Counties.
Ms. Singerman also serves as a leader of the NC Child Care Resource and Referral Council which manages and supports NC’s statewide system of 14 regional lead CCR&R agencies and 50 local CCR&R agencies. CCRI serves as regional lead CCR&R agency for Cabarrus, Mecklenburg, Rowan, Stanly and Union Counties in the central Carolinas. As such, the agency is responsible for providing leadership to the establishment and delivery of all CC&R services throughout the region including consumer education and referral, training and professional development, targeted quality improvement technical assistance and consultation, public education, and data collection and trends analysis reporting. CCRI is also a sponsor of the federal Child and Adult Care Food Program for child care centers and homes.
Ms. Singerman serves on Governor Cooper’s Early Childhood Advisory Committee, the Governor’s Education and Nutrition Workgroup (convened during the pandemic), the North Carolina Division of Child Development and Early Education’s (NCDCDEE’s) NC Pre-K Advisory Committee (and served on the original More At Four Advisory Committee), the NC Child Care Subsidy Advisory Committee and has served on the Boards of Directors of Smart Start in Mecklenburg, Union, and Cabarrus Counties; NCDCD’s QRIS Advisory Committee; as chair of United Way of Central Carolinas’ Council of Agency Executives; and on the leadership team of The Children’s Alliance (a collaborative involving 30+ child serving Mecklenburg County organizations). Additionally, Ms. Singerman serves or has served on numerous early care and education policy development and implementation planning committees at local, state, and national levels. She was a member of Leadership Charlotte’s 22nd Class.
Ms. Singerman is a past president of the Board of Directors of the National Association of Child Care Resource and Referral Agencies (now known as Child Care Aware of America). Prior to leading Child Care Resources Inc., Ms. Singerman was Deputy Director of Maryland Committee for Children and co-founder and project manager of Maryland’s statewide child care resource and referral system.
